Subletting out a house with internet in Kingston

Hi All,

My daughter and her roommates have a lease on a house in Kingston and are looking to sublet the rooms out individually May-Aug.
Many potential sub-tenants are looking for internet.

I'm considering the following packages (pricing includes cable modem):

Start.ca - 100GB cap for $35/month
Start.ca - unlimited cap for $45/month
Cogeco - 35GB cap for $27/month for one year



Assuming WiFi and without getting overly complicated/expensive, is there any way to:

- restrict the amount of cap that a sub-tenant can use
- block nefarious sites (like kiddie porn) without knowing each and every site address
- have separate passwords for each sub-tenant
- have passwords that can be changed remotely


I'm guessing I might have to get some sort of fancy WiFi router?
